Canada Extends Open Work Permits for TR to PR Pathway Applicants

Immigration, Refugees and Citizenship Canada (IRCC) has extended its temporary public policy. This will allow applicants in the TR to PR pathway to continue receiving extended Open Work Permits (OWPs) as their applications remain in process, thereby positively impacting Canadian immigration.

This policy also benefits the spouses, common-law partners, and dependent children of principal applicants, providing them with the opportunity to apply for OWPs as well. The policy, which was initially introduced to support applicants under the TR to PR pathway, has now been extended until December 31, 2026.

What is the TR to PR Pathway?

The TR to PR pathway, which closed in 2021, was a special immigration program aimed at providing permanent residency to foreign workers in essential occupations. Despite the program's closure, applicants who are still waiting for decisions on their PR applications can benefit from the extended OWP policy.

Key Eligibility Criteria for Principal PR Applicants

Applicants must meet the following requirements:

  • The applicant must have valid temporary resident status (including maintained status) or be eligible to restore their status.
  • If the applicant is applying for an OWP while holding a work permit, the permit must have less than four months of validity at the time of application.
  • The applicant must submit their OWP application online through the IRCC secure account under this public policy. They must also specify which PR public policy they initially applied under as part of the TR to PR pathway.
  • At the time of submitting their PR application, the principal applicant must have had legal authorization to work and must provide proof of meeting the required language proficiency level.
  • Applicants must have received an Acknowledgement of Receipt (AOR) from IRCC, confirming that their PR application is in process and within the program’s cap.
  • The applicant’s PR application must still be active and applications that have been withdrawn or rejected are not eligible for an OWP.

Applicants who meet the above criteria can apply for an additional OWP, which will remain valid until the end of 2026.


Key Eligibility Criteria for Family Members to Receive an OWP

Family members of the principal applicant, including spouses, common-law partners, and dependent children, may also be eligible for OWPs under this policy. To qualify, family members must meet the following conditions:

  • Family members must submit their OWP application online via an IRCC Secure Account and include the Unique Client Identifier (UCI) of the principal applicant in their application.
  • Family members must be in Canada when submitting their OWP application and have valid temporary resident status.
  • The family member must be a genuine spouse, common-law partner, or dependent child (under 22 years of age and not married or in a common-law relationship). Dependent children who are 22 or older may still qualify as "over-age" dependents if they depend on their parents for financial support due to a mental or physical condition.
  • The family member must have been included as an accompanying member in the principal applicant’s PR application.

Work Permit Fees and Other Considerations

Applicants for OWPs under this policy are required to pay the work permit processing fee. However, they are not required to pay the usual open work permit holder fee. It is important to note that if the principal applicant’s PR application is rejected, all associated OWP applications for family members will also be denied.

In conclusion, the extension of Canada Work Permits for TR to the PR pathway will allow applicants to work in Canada while their permanent residency applications are processed. This measure not only supports applicants but also helps strengthen the Canadian workforce by retaining skilled workers. With this policy, applicants can remain engaged in their careers and contribute to Canada's economy.

Cancer scare: Why we banned Indomie noodles —NAFDAC

 

The National Agency for Food, Drug Administration and Control, NAFDAC, said it will commence random sampling of Indomie noodles, including the seasoning, from the production facilities.


This is coming on the heels of the recalling of indomie noodles by Taiwan and Malaysian authorities, following the discovery of ethylene oxide, a cancer-causing agent.


Announcing this in a statement, the Director-General of the agency, Prof. Mojisola Adeyeye, who explained that the compound of interest was ethylene oxide said, already, the Director of the Food Lab Services Directorate has been engaged and has started working on the methodology for the analysis.


Adeyeye said: “Indomie noodles have been banned from being imported into the country for many years. It is one of the foods on the government prohibition list. It is not allowed in Nigeria, and therefore not registered by NAFDAC.


“What we are doing is an extra caution to ensure that the product is not smuggled in, and if so, our post-marketing surveillance would detect it. We also want to be sure that the spices used for the Indomie and other noodles in Nigeria are tested.


“That is what NAFDAC Food Safety and Applied Nutrition, FSAN, and Post Marketing Surveillance, PMS, are doing this week at the production facilities and in the market, respectively.”


She, however, promised that Nigerians will be duly updated with the outcomes of the investigation.

According to the World Health Organisation, WHO, ethylene oxide is a colourless, highly reactive and flammable gas widely used as an intermediate in the production of various chemicals.


WHO, in a report, noted that findings from animal investigations, test systems, and epidemiological findings suggested an increase in the incidence of human cancer.


It also added that the report concludes that ethylene oxide should be considered a probable human carcinogen and that its levels in the environment should be kept as low as feasible.

ChatGPT

Since OpenAI released its blockbuster bot ChatGPT in November, users have casually experimented with the tool, with even Insider reporters trying to simulate news stories or message potential dates. 

To older millennials who grew up with IRC chat rooms — a text instant message system — the personal tone of conversations with the bot can evoke the experience of chatting online. But ChatGPT, the latest in technology known as "large language model tools," doesn't speak with sentience and doesn't "think" the way people do. 

That means that even though ChatGPT can explain quantum physics or write a poem on command, a full AI takeover isn't exactly imminent, according to experts.

"There's a saying that an infinite number of monkeys will eventually give you Shakespeare," said Matthew Sag, a law professor at Emory University who studies copyright implications for training and using large language models like ChatGPT.


"There's a large number of monkeys here, giving you things that are impressive — but there is intrinsically a difference between the way that humans produce language, and the way that large language models do it," he said. 

Chat bots like GPT are powered by large amounts of data and computing techniques to make predictions to string words together in a meaningful way. They not only tap into a vast amount of vocabulary and information, but also understand words in context. This helps them mimic speech patterns while dispatching an encyclopedic knowledge. 

Other tech companies like Google and Meta have developed their own large language model tools, which use programs that take in human prompts and devise sophisticated responses. OpenAI, in a revolutionary move, also created a user interface that is letting the general public experiment with it directly.

Some recent efforts to use chat bots for real-world services have proved troubling — with odd results. The mental health company Koko came under fire this month after its founder wrote about how the company used GPT-3 in an experiment to reply to users. 


Koko cofounder Rob Morris hastened to clarify on Twitter that users weren't speaking directly to a chat bot, but that AI was used to "help craft" responses. 

The founder of the controversial DoNotPay service, which claims its GPT-3-driven chat bot helps users resolve customer service disputes, also said an AI "lawyer" would advise defendants in actual courtroom traffic cases in real time, though he later walked that back over concerns about its risks. 

Other researchers seem to be taking more measured approaches with generative AI tools. Daniel Linna Jr., a professor at Northwestern University who works with the non-profit Lawyers' Committee for Better Housing, researches the effectiveness of technology in the law. He told Insider he's helping to experiment with a chat bot called "Rentervention," which is meant to support tenants. 

That bot currently uses technology like Google Dialogueflow, another large language model tool. Linna said he's experimenting with Chat GPT to help "Rentervention" come up with better responses and draft more detailed letters, while gauging its limitations.


"I think there's so much hype around ChatGPT, and tools like this have potential," said Linna. "But it can't do everything — it's not magic."  

OpenAI has acknowledged as much, explaining on its own website that "ChatGPT sometimes writes plausible-sounding but incorrect or nonsensical answers."

BANK OF INDUSTRY Youth Entrepreneurship Support (YES) Programme

The Youth Entrepreneurship Support (YES) programme is an ambitious programme by the Bank of Industry (BOI) aimed at addressing youth unemployment in Nigeria which is currently over 50%. According to a 2013 survey by the Nigerian Institute of Social and Economic Research (NISER), most of the capacity building programmes aimed at addressing youth unemployment, have concentrated more on training without any tie-in to the provision of small business loans, which is a critical success factor to the establishment of small businesses. In addition, they hardly take care of the entire training value chain in terms of Entrepreneurship, Business Management and Technical Skills.
The YES Programme
BOI’s approach to tackling the youth capacity building challenge is to focus on young aspiring entrepreneurs within the age bracket of 18 – 35 years that have viable business ideas by developing a Product Program - Youth Enterprise Support Programme (YES Programme), for empowering them. This crop of Nigerians forms a significant proportion of unemployed youth in the country.
Components of the YES Programme
The YES Programme comprises the following:
  • Eight (8) weeks intensive online Entrepreneurship and Business Management training which has the ability to test participants’ understanding and track their progress.
  • Five (5) days in-class Entrepreneurship and Business Management training
  • Technical skills training in partnership with the various technical training and vocational institutes in the country.
  • Financing the businesses by BOI under its SME Cluster initiative in consonance with the United Nations Economic Commission for Africa’s Commodity-based Industrialisation Strategy.
Programme Objectives
The YES Programme has the following broad objectives:
  • To create an interactive learning platform to train young aspiring entrepreneurs in entrepreneurship and business management that will ultimately translate into improved efficiency and productivity.
  • To kindle the entrepreneurial spirit of the youths.
  • To act as an incubation center where business ideas are nurtured to their full potential as well as entrenching global best practices by inculcating a culture of innovation-driven entrepreneurship and ethics in the programme participants.
  • Promotion of self-employment among graduates of institutions of higher learning, thereby changing their job-seeking mindset.
  • To deepen financial inclusion by de-risking the young aspiring entrepreneurs and making them eligible for small business loans to be provided by BOI.

There is no debate on the fact that the tech space is male dominated with little to no female representation across different world regions.
Come to Africa, and the male to female ratio representation within the tech space is even worst. This imbalance is largely attributed to the fact that girls do not take up Science, Technology, Engineering and Mathematics (STEM) education as much as boys do; something that leads to a small pipeline of female techies available to fill up STEM jobs and act as role models.
It is only in the last decade that the girl child has been allowed to seek formal education and become socially-accepted to become a working class woman. In the past, most African parents viewed girls as people that will be married off when they come of age, and a woman’s place is in the kitchen and attending to the needs of the children and her husband.
So naturally, the male to female representation ratio within the tech space became worse off than in other industrialized countries.
In the wake of the International Women’s Day, Andela Fellowship is running a 4-year program, where female techies will be taken through a paid professional software development program. The program is enlisting only women and will take them through coding classes that will turn them into programming gurus.

(i)    Professor  
Candidates should possess a Ph.D degree in the discipline applied for from a recognized University with at least ten (10) years teaching and research experience in a University. Candidates must possess scholarly publications in both local and international journals as a proof of being specialist in core areas of departmental fields of study and membership of Professional bodies where required. A candidate must also have sufficient administrative experience. He/she must have the ability to provide academic leadership.

(ii)    Associate Professor
As in (i) above, but with eight (8) years teaching and research experience in a University. Candidate must also have sufficient administrative experience.

 (iii)    Senior Lecturer
As in (i) above, but with five (5) years teaching and research experience in a University. Candidate must also have sufficient administrative experience.

(iv)    Lecturer I
Candidates should possess a Ph.D degree in the discipline applied for from a recognized University with at least three (3) years of teaching and research experience since becoming a Lecturer II in a University or comparable institution of higher learning. Evidence of scholarly publications in reputable journals is also required. Candidate should have been a Lecturer II for a minimum of three (3) years.
(v)    Lecturer II
Candidates should possess a Ph.D degree in the discipline applied for from a recognized University with at least three (3) years of teaching and research experience since becoming an Assistant Lecturer in a University.

(vi)    Assistant Lecturer    
Candidates should possess a Masters degree in the relevant area and must have registered for the Ph.D. programme in their respective fields.

C.    SALARIES AND ALLOWANCES:

GREEN JOB FELLOWSHIP PROGRAMME FOR WOMEN



Green Jobs Fellowship Program is a social response to ending the problem of youth unemployment, Job Creation, Social Ventures Initiatives and attracting new Social Capitals to help catalyze new breed of Social Entrepreneurs that will frontier the creation Clean, Safe and Sustainable new businesses in the Green Economy while creating Jobs, enabling livelihood for the poor and advancing Sustainable Development Goal.

Modeled after best global practices and in its 3rd session, the Green Job Fellowship Program invites and galvanizes Active-Unemployed Women Graduates across the country to a 6-months Mentor Led Social Business accelerator program. Young Women and Professionals through the program will participate, engage and collaborate to identify and proffer Social and Sustainable Solutions to various problems confronting the poor; our communities, Ecosystem and Economy.

Women Social Entrepreneurs will be flooded with business and life’s Coaches that will uniquely employ unconventional problem solving ways to turning Ideas into Projects and profitable Businesses. With growing increase in Graduates unemployment and difficult – unfriendly business environment for Start Ups, Social Business Models tend to provide a mix of goodwill, stakeholder externalities, grants, Inclusiveness and low-risk patient capitals for innovative Entrepreneurs working in difficult region and communities.

SMEFUNDS' Capital, working with financial Institution partners, Impact Investors and Venture funds will accelerate a mix of Grant, Equity and Loan to help catalyze best Social Businesses idea from the program on a rotational basis. More than $2million in Impact Investment fund has already been committed into two (2) Clean Energy social Enterprises in the last 3-Years.

While the program attempts to support Women Focused Green Social Entrepreneurs in Nigeria, it at the same time accelerate the creation of Green jobs for young graduates seeking professional Career path in the social sector and willing to work as Green Fellows; empowering low Income households, Marginalized groups, schools and businesses with alternative renewable energy solutions.

Action will be entrenched in developing capacities and increased support for small businesses that will increase access to Food, Shelter, Clean Energy Technologies and the adoption of alternative renewable solutions such as solar energy, Wind power, Bio Gas, BioFuels and Climate Smart Agriculture. The program provides solution to the power problem in Nigeria; at the same time, creates jobs for youths and graduates seeking professional career in the social sector and willing to Intern as green Fellows; empowering homes, schools and businesses with new Green technologies, Advocacies and Clean energy rapid wide-spread in Africa.

The fellowship provides 6 months long fellowship experience for exceptional young Nigerian graduates matching them with challenging projects and enhance their Competiveness through world class training, internship and funding opportunities.

NIGERIAN NAVY 2016 RECRUITMENT EXERCISE

INVITATION OF CANDIDATES FOR 2016 RATINGS RECRUITMENT EXERCISE
The Nigerian Navy wishes to inform the general public and all interested candidates that the online registration for 2016 Recruitment Exercise will commence on 5 March 2016 and close on 2 April 2016
You are advised to carefully read all instructions on the Application Guidelines page on this website.
Method of Application:
Interested members of the public are requested to note the following information on method of application. Applications are free of charge. Applicants are to apply only once. Multiple online applications will be disqualified.

Step 1. Click on the Register button to create an account on this portal by providing a valid Email Address (which will be used as your User Name) and Password. Note: You will need your Email Address (User Name) and Password to log in next time.
Step 2. Complete the Ratings Application form. You can save your application. You may log in at anytime before application closes to make changes to your saved application. Make sure you review your data carefully before submitting. Changes are not allowed after submission. You may not be shortlisted if you do not submit your application.
Step 3. Download and print a copy of your completed Application form which must include the following parts:

  1. Applicant's Declaration and Certification by Parent/Guardian form.
  2. Local Government Area Certification Form.
  3. Police Certification Form.
  4. Guarantor Form.

BASIC QUALIFICATIONS

  1. Possess a minimum of 5 credits in not more than 2 sittings in WASSCE/GCE/NECO/NABTEB (English and Mathematics inclusive).
